The State Council of Tatarstan sent an appeal to the Speaker of the State Duma, Vyacheslav Volodin, in which he opposed the adoption of the draft law on the voluntary study of national languages. Local deputies compared the bill with the “Holocaust”, “repressions under Stalin” and “verdict” for languages. The State Duma told Kommersant that the document has not yet been submitted. The Duma Education Committee previously said to Kommersant that they received “many letters from Russian-speaking citizens who are indignant that they are being forced to teach the Tatar language.”
The adoption of the address to the address of the State Duma Speaker Vyacheslav Volodin was initiated by the head of the State Duma deputy group “Tatarstan – New Century”, the head of the executive committee of the World Congress of Tatars Rinat Zakirov. He was supported by the speaker of the republican parliament Farid Mukhametshin. In the appeal, the deputies opposed the amendments to the State Duma amendments to the law “On Education”, which establish a voluntary study of the mother tongue and state languages of the republics.
“An attempt to translate the study of the languages of the peoples of the Russian Federation into an alternative part of the basic educational program” causes the deputies of Tatarstan “deep concern”. Now the native language in the schools of the republic remains compulsory: “It is easy to predict that the optional study of the state languages and languages of the peoples of the Russian Federation will lead to the fact that the use of languages will practically be reduced exclusively to everyday communication.” Deputies believe that the introduction of such a project “must be preceded by its discussion in the republics and autonomies in order to prevent negative public outcry.”

To the State Duma, the Tatarstan State Council proposed “to preserve the right to study the native language in the compulsory part of the educational program for all the peoples of Russia”, and “to eliminate the uncertainty in the organization of teaching and studying the state languages of the republics”. In the republic, it is considered necessary to fix the “compulsory study of them” with the help of federal state educational standards. It should be noted that earlier the source of Kommersant in the Russian government explained that the study of the native language is already regulated by the GEF, therefore it is impossible to transfer the language from one part of the program to another with the help of the law (see “Kommersant”, April 13).
In the environment of Vyacheslav Volodin, “Kommersant” was told that the document on the Okhotny Ryad had not yet arrived. One of the authors of the draft law, the first deputy chairman of the Duma Education Committee, Oleg Smolin, previously told Kommersant that the committee received “many letters from Russian-speaking citizens who are indignant that they are being forced to learn the Tatar language.” And the bill, he said, “retains the right to learn the native language for those who want to study it, and allows it not to be taught to those who do not want it” (see “Kommersant” on April 23).
The World Congress of Tatars calls on the State Duma to reject amendments to the law “On Education”
Recall that the issue of language teaching has already been discussed in the State Council of Tatarstan at the end of 2017 (see “Kommersant” on November 30, 2017) after mass inspections by the prosecutor’s office of the republic’s schools. Then the State Council of Tatarstan agreed with the recommendations of the Ministry of Education and Science of the Russian Federation, according to which the state language of the republics can be studied no more than two hours a week and only with the written consent of the parents.

Appeal of the State Council was adopted almost unanimously. 80 deputies voted for. One parliamentarian was against, two more abstained. Farid Mukhametshin added that Tatarstan offers the federal center to hold on this issue the conciliation procedures provided for in Art. 85 of the RF Constitution. The appeal was also decided to be sent to the parliaments of other national republics.
