MOSCOW, April 24. / TASS /. The head of the Federation Council Committee on Foreign Affairs Konstantin Kosachev expressed the opinion that, although the Council of Europe (CoE) statute actually provides for the possibility of taking measures against countries that do not pay the fee, the key to solving this problem is not Russia’s, but the European Parliament’s.

Speaking at the session of the Parliamentary Assembly of the Council of Europe (PACE), Secretary General of the Council of Europe Thorbjørn Jagland said that by the end of 2019 the Committee of Foreign Ministers of the Council of Europe could take action against the Russian Federation because of its refusal to pay a financial contribution to the organization’s budget.
"Everything is possible. But the key to the solution is not Russia, it is inside the PACE, which created a whole tangle of problems for the Council of Europe as a whole: legal, political, and, as a consequence, financial", – said Kosachev Tass on Tuesday.
He added that the statute of the Council of Europe provides for the possibility of taking action against a non-paying country, "but precisely as an opportunity, not more than".
