This was stated by Russia’s permanent representative to the EU Vladimir Chizhov, speaking at an international donor conference on Syria under the auspices of the EU and the UN in Brussels.
"We are seriously concerned about the forms and mechanisms for providing humanitarian assistance, “he said. “It is one thing to accumulate funds in the accounts of specialized humanitarian agencies, and to provide them quite differently in the form of cash, which creates all the conditions for their use for purposes far from those that donors wanted to achieve", – said Chizhov.
"There are also cases when the help received was sold at inflated prices, and profits were used to purchase weapons and a set of new militants", – he added.
The EU did not invite Damascus to a conference on Syria, "forgetting" thus, about 90% of the country’s population, who live in the government-controlled three-quarters of the country’s territory. "I am puzzled that the format of today’s meeting does not involve the participation of official representatives of the Syrian government, he said. – It seems that European capitals have forgotten that today the Syrian government controls more than three quarters of the territory of the country where 90% of the population lives".
Work with "donors"
Russia is ready to work closely with those countries and organizations that are ready to improve the humanitarian situation in Syria.

Western countries have ceased to be interested in the fate of the inhabitants of Aleppo and Eastern Guta after their release from terrorists.
"While the Syrian forces liberated Aleppo or Eastern Gutu, the international community was literally sobbing that a humanitarian catastrophe was allegedly taking place there. But as soon as the situation was resolved, no one else was concerned about the future Syrians who lived there and continue to live", – the Russian permanent representative said.
On Wednesday in Brussels, a donor conference on Syria was opened. Representatives of more than 85 countries and organizations at the invitation of the European Union and the United Nations came to the European capital to raise funds to help the Syrian population and refugees, as well as discuss recent developments in the region and the state of the political process to resolve the crisis in this country. Representatives of the Syrian government were not invited to the conference, calling instead a number of Syrian non-governmental organizations, including those based outside the country.
